The Syrian Guide: Where & How to Take the Dutch Civic Integration Exam (2026)

For Syrian nationals, the Basic Civic Integration Exam Abroad (Basisexamen inburgering buitenland) is a double challenge. Because the Dutch embassy in Damascus is closed, you must travel to a third country to take the exam. Your choice of location depends entirely on your current visa status and travel documents. Below are the officially recognized locations.

🇱🇧 Lebanon (Beirut) – The "Border Permission" Route

This is the most common route for Syrians because of a specific arrangement between the embassy and border authorities.

  • Location: Dutch Embassy, Beirut

  • The Process: You email the embassy to request an appointment. They will ask for your details to facilitate a border crossing permit with Lebanese General Security. You must show the printed appointment confirmation at the Masnaa border.


✈️ Option 2: The Flight Routes (Regional Hubs)

If you hold a valid passport and can obtain a visitor visa, these are excellent, stable alternatives.

🇪🇬 Egypt (Cairo)

A popular option for Syrians who may already have family or business connections in Egypt.

  • Location: Dutch Embassy, Cairo

  • Requirement: If you are not an Egyptian resident, you must present a valid entry visa or proof of legal stay in Egypt on the day of the exam.

🇦🇪 United Arab Emirates (Dubai)

If you have a residence permit in the Gulf or can secure a tourist visa, Dubai is a highly efficient location.

  • Location: Dutch Consulate General, Dubai

  • Requirement: You must show proof of legal stay (Residence Visa or Tourist Visa) at the consulate entrance.

🇹🇷 Türkiye (Ankara)

  • Location: Dutch Embassy, Ankara

  • Booking Email: ank-inburgering@minbuza.nl

  • Note: This is primarily for Syrians already residing in Türkiye under Temporary Protection (Kimlik) or a residence permit. Traveling from Syria to Türkiye solely for the exam is currently very difficult due to visa restrictions.

⚠️ Important: The "Legal Stay" Rule

Except for the specific border facilitation in Lebanon, you cannot take the exam if you are in a country illegally. When you arrive at the embassy in Cairo, Dubai, or Amman, security will check your passport for a valid entry stamp or visa. If your stay is expired or undocumented, you will be turned away, even if you paid for the exam.
